Final Order Entered: 1 . Except where they contradict or conflict with the findings contained in this Order, the findings contained in the Staff Report are adopted and incorporated by reference into this Order as if fully set out herein. 2. The general service rates proposed by Graves District are denied. 3. The rates set forth in the Appendix to this Order are approved for services rendered by Graves District on and after the date of this Order. 4. Collections of the debt surcharge for the existing Hickory indebtedness shall be deposited into a separate interest-bearing account and disbursements will only be made for the purpose of retiring the existing Hickory indebtedness. 5. If the balance in the Hickory debt surcharge account is insufficient to pay the entire indebtedness, Graves District shall file a tariff for the purpose of extending the surcharge beyond June 2021. 6. If the Hickory debt surcharge collections balance exceeds the amount of indebtedness prior to June 2021, Graves District shall file a tariff filing to discontinue the surcharge. 7. Graves District shall include as a part of its Annual Report filed with the Commission a surcharge summary report that includes: the amount of surcharge billings and collections for each month; a list of loan payments made during the year that show principal and interest payments separately; and copies of monthly bank statements for the surcharge account.

Order Entered: 1. Graves District's motion to implement interim rates is granted. 2. The rates and charges set forth in the Appendix to this Order are approved, subject to change, for water service that Graves District renders on and after the date of this Order. 3. The revenue from the interim rates and charges shall be collected subject to refund, pending a final determination by the Commission. 4. Graves District shall maintain its records in a manner that will enable a determination of the amounts to be refunded and to whom the refunds are due in the event a refund is ordered by the Commission. 5. Within 20 days of the date of this Order, Graves District shall file with this Commission, using the Commission's electronic Tariff Filing System, revised tariff sheets setting forth the interim rates and charges approved herein and their effective date, and stating that the interim rates and charges were authorized, subject to refund, by this Order.

Order Entered: 1. Graves District shall appear on Tuesday, August 6, 2019, at 1 p.m. Eastern Daylight Time, in Hearing Room 1 of the Commission's offices at 211 Sower Boulevard in Frankfort, Kentucky, for the purpose of providing testimony, including written documentation and PowerPoint presentations, regarding the scope, timeline, and a detailed description of the water loss detection and repair plan. 2. Graves District shall file a list of witnesses and copies of exhibits it intends to introduce at the hearing no later than August 1, 2019. 3. The August 6, 2019 hearing shall be recorded by digital video recording only.

No later than June 12, 2019, Commission Staff shall file with the Commission and serve upon all parties of record a written report containing its findings and recommendations regarding Graves District's requested rate adjustment. 2. All provisions of the Commission's January 23, 2018 Order in conflict with the provisions of this Order are vacated. All other provisions of the January 23, 2018 Order shall remain in effect.

No later than May 15, 2019, Commission Staff shall file with the Commission and serve upon all parties of record a written report (Staff Report) containing its findings and recommendations regarding Graves District's requested rate adjustment. 2. No later than 14 days after the date of the filing of the Commission Staff Report each party of record shall file with the Commission: a. Its written comments on and any objections to the findings contained in the Commission Staff Report; and b. Any additional evidence for the Commission to consider. 3. If Commission Staff finds that Graves District's financial condition supports a higher rate than Graves District proposes or the assessment of an additional rate or charge not proposed in Graves District's Application, Graves District in its response to the Commission Staff Report shall also state its position in writing on whether the Commission should authorize the assessment of the higher rate or the additional rate or charge. 4. If Commission Staff finds that changes should be made to the manner in which Graves District accounts for the depreciation of Graves District's assets, Graves District in its response to the Commission Staff Report shall also state its position in writing on whether the Commission should require Graves District to implement the proposed change for accounting purposes.
