Final Order Entered: 1. This case is opened to address certain outstanding petitions for confidential treatment. 2. The petitions for confidential treatment listed in Appendix B to this Order are granted. 3. The granting of these petitions shall not be cited as precedent in other proceedings before the Commission. 4. All movants shall review the petitions to determine if the material for which confidential treatment was requested still warrants confidential treatment. 5. A movant shall inform the Commission in writing, and filed in the original case file, if it determines that the information contained in a petition that is granted by this Order no longer warrants confidential treatment. 6. The Commission shall make available for inspection, upon request, any materials that a movant determines no longer warrants confidential treatment. 7. This case is closed and removed from the Commission's docket.

The third sentence on page 8 of the January 3, 2018 Order is amended to read as follows: He acknowledged that there was no documentation of the job briefing, but stated that the NESC does not require a record of the briefing. 2. All other provisions of the Commission's Order entered on January 3, 2018, shall remain in full force and effect.

Final Order Entered: 1. Pursuant to KRS 278.990(1 ), Jackson Purchase is assessed a civil penalty in the total amount of $20,000 for seven violations of 807 KAR 5:041, Section 3(1 ), and one violation of 807 KAR 5:006, Section 26. 2. Jackson Purchase shall pay $20,000 within 30 days of the date of this Order by cashier's check or money order payable to the Kentucky State Treasurer, and mailed or delivered to the Office of the General Counsel, Kentucky Public Service Commission, 21 1 Sower Boulevard, Post Office Box 615, Frankfort, Kentucky 40602. 3. Jackson Purchase shall provide to the Commission results of its evaluation of whether to document pre-job briefings for outage response and maintenance activities within 30 days of the date of this Order.

Order Entered: Jackson Purchases shall file with the Commission no later than August 10, 2017: 1. The name and title of each witness that Jackson Purchase intends to call at the August 15, 2017 hearing, and a brief summary of the facts and opinion to which the witness is expected to testify. 2. A list of all documents that Jackson Purchase intends to offer as exhibits at the August 15, 2017 hearing, and a copy of any document that it intends to present as an exhibit that has not been previously filed in this case. 3. Order Entered: Jackson Purchase shall submit to the Commission a written response to the allegations contained in the Staff Report within 20 days of the date of this Order. 2. Jackson Purchase shall appear on August 15, 2017, at 9:00a.m., Eastern Daylight Time, in Hearing Room 1 of the Commission's offices at 211 Sower Boulevard in Frankfort, Kentucky, for the purpose of presenting evidence concerning the alleged violations of KRS 278.042, the 2017 edition of the NESC, and the Jackson Purchase Safety Manual, and showing cause why it should not be subject to the penalties prescribed in KRS 278.990(1) for these alleged violations. 3. The August 15, 2017 hearing shall be recorded by digital video recording only. 4. The Staff Report in the Appendix to this Order is made a part of the record in this case. 5. At the scheduled hearing in this matter, Jackson Purchase shall also present evidence on the adequacy, safety, and reasonableness of its practices related to the construction, installation, and repair of electric facilities as they relate to the facts of this case and whether such practices require revision as related to this incident. 6. Any requests for an informal conference with Commission Staff shall be set forth in writing and filed with the Commission within 20 days of the date of this Order .
