Final Order Entered: 1. This case is opened to address certain outstanding petitions for confidential treatment. 2. The petitions for confidential treatment listed in Appendix B to this Order are granted. 3. The granting of these petitions shall not be cited as precedent in other proceedings before the Commission. 4. All movants shall review the petitions to determine if the material for which confidential treatment was requested still warrants confidential treatment. 5. A movant shall inform the Commission in writing, and filed in the original case file, if it determines that the information contained in a petition that is granted by this Order no longer warrants confidential treatment. 6. The Commission shall make available for inspection, upon request, any materials that a movant determines no longer warrants confidential treatment. 7. This case is closed and removed from the Commission's docket.

Order Entered: 1. Farmers RECC's January 18, 2017 petition for confidential protection is granted. 2. The designated materials shall not be placed in the public record or made available for public inspection for an indefinite period, or until further Orders of this Commission. 3. Use of the designated materials in any Commission proceeding shall be in compliance with 807 KAR 5:001, Section 13(9). 4. Farmers RECC shall inform the Commission if the designated materials become publicly available or no longer qualify for confidential treatment. 5. If a non-party to this proceeding requests to inspect the designated materials granted confidential treatment by this Order and the period during which the materials have been granted confidential treatment has not expired, Farmers RECC shall have 30 days from receipt of written notice of the request to demonstrate that the materials still fall within the exclusions from disclosure requirements established in KRS 61.878. If Farmers RECC is unable to make such demonstration, the requested materials shall be made available for inspection. Otherwise, the Commission shall deny the request for inspection. 6. The Commission shall not make the designated materials available for inspection for 30 days following an Order finding that the materials no longer qualify for confidential treatment in order to allow Farmers RECC to seek a remedy afforded by law.

Order Entered: 1. Farmers' motion for confidential protection is granted in part and denied in part. 2. Farmers' request for confidential protection for its response to Staff's Third Request, Items No. 1, 4 and 22, is granted, with the exception of the executive officer compensation and the spreadsheet page tabbed as "Totals" contained in the response to Staff's Third Request, Item 1. 3. Farmer's request for confidential protection for the executive officer compensation and the spreadsheet page tabbed as "Totals" contained in the response to Staff's Third Request, Item 1, is denied 4. The designated materials for which confidential protection was granted shall not be placed in the public record or made available for public inspection for an indefinite period, or until further Order of the Commission. 5. Within 20 days of the date of this Order, Farmers shall file a revised Response reflecting as unredacted the information that has been denied confidential treatment in accordance with ordering paragraph 3. 6. Use of the materials deemed confidential in any Commission proceeding shall comply with 807 KAR 5:001, Section 13(9). 7. Farmers shall inform the Commission if the materials deemed confidential become publicly available or no longer qualify for confidential treatment.

Order Entered: 1. Farmers' petition for confidential protection for its response to Staff's First Request, Item 57.a., is granted. 2. The materials set forth in Farmers' response to Staff's First Request, Item 57.a., shall not be placed in the public record or made available for public inspection for a period of ten years, or until further Orders of this Commission. 3. Use of the materials in question in any Commission proceeding shall comply with 807 KAR 5:001, Section 13(9). 4. Order Entered nunc pro tunc, that: 1. The rates for Schedule NM - Net Metering are stricken from the Appendix to our May 12, 2017 Order. 2. All other provision of the Commission's May 12, 2017 Order not in conflict with this Order shall remain in full force and effect.

Final Order Entered: 1. The rates proposed by Farmers are denied. 2. The rates set forth in the Appendix to this Order are approved for services rendered by Farmers on and after the date of this Order. 3. Within 20 days of the date of this Order, Farmers shall file with this Commission, using the Commission's electronic Tariff Filing System, new tariff sheets setting forth the rates and charges approved herein and reflecting their effective date and that they were authorized by this Order. 4. Farmers shall perform a depreciation study within five years from the date of this Order, or with the filing of its next rate case, whichever is earlier.

Order Entered: 1. Farmers' proposed rates are suspended for five months from December 15, 2016, up to and including May 14, 2017. 2. The procedural schedule set forth in the Appendix to this Order, which is attached hereto and incorporated herein, shall be followed. 3. a. Responses to requests for information shall be appropriately bound, tabbed and indexed and shall include the name of the witness responsible for responding to questions related to the information provided, with copies to all parties of record and ten copies to the Commission. b. Order Entered: 1. Farmers R.E.C.C's motion to utilize paper filing procedures is granted. 2. The Commission's Order entered October 14, 2016, is amended to the extent that from today forward this case shall be processed utilizing paper filing procedures. 3.
