Final Order Entered: 1. This case is opened to address certain outstanding petitions for confidential treatment. 2. The petitions for confidential treatment listed in Appendix B to this Order are granted. 3. The granting of these petitions shall not be cited as precedent in other proceedings before the Commission. 4. All movants shall review the petitions to determine if the material for which confidential treatment was requested still warrants confidential treatment. 5. A movant shall inform the Commission in writing, and filed in the original case file, if it determines that the information contained in a petition that is granted by this Order no longer warrants confidential treatment. 6. The Commission shall make available for inspection, upon request, any materials that a movant determines no longer warrants confidential treatment. 7. This case is closed and removed from the Commission's docket. |

Order Entered: 1. Nolin RECC's motions for confidential protection for its December 15, 2014 application and February 18, 2015 letter to the Commission are granted. 2. Pursuant to KRS 61 .878, the information for which Nolin RECC requests confidential protection shall not be placed in the public record or made available for public inspection for ten years from the date of this Order, or until further Order of the Commission. 3. Use of the materials in question in any Commission proceeding shall be in compliance with 807 KAR 5:001, Section 13(9). 4. Nolin RECC shall inform the Commission if the materials in question become publicly available or no longer qualify for confidential treatment. 5. If a non-party to this proceeding requests to inspect materials granted confidential treatment by this Order, Nolin RECC shall have 20 days from receipt of written notice of the request to demonstrate that the materials still fall within the exclusions from disclosure requirements established in KRS 61.878. If Nolin RECC is unable to make such demonstration, the requested materials shall be made available for inspection. 6. The Commission shall not make the materials available for inspection for 20 days following an Order finding that the materials no longer qualify for confidential treatment in order to allow Nolin RECC to seek a remedy afforded by law. |

Order Entered: 1. Nolin's revised pages 1 and 4 of Application Exhibit 5 are accepted for filing and shall be included in the record of this case. 2. Nolin shall file the revised Application Exhibit 5 spreadsheet on a compact disk, and the revised Application Exhibit 5 shall be filed in the record of this case. 3. Ordering paragraph 2 on page 8 of the Commission's February 13, 2015 Order is amended, nunc pro tunc, to read: Nolin's request for relief from period testing of single-phase meters pursuant to 807 KAR 5::041, Section 16, is granted. 4. All other provisions of the Commission's February 13, 2012 Order not in conflict with this Or der shall remain in full force and effect. |

Nolin's request for a CPCN to purchase and install the equipment as set out in its application is approved. 2. Nolin's request for relief from sample testing of single-phase meters pursuant to 807 KAR 5:041, Section 16, is granted. 3. Nolin shall ensure that all new meters and those meters removed from service as a result of this project shall be tested in accordance with 807 KAR 5:041, Section 17. Any and all meters determined to register inaccurate readings shall be handled in accordance with 807 KAR 5:041, Section 17. The meter test results for all meters tested as part of this project shall be reported to the Commission on Nolin's Quarterly Meter Report and shall include a full explanation of the handling of any and all non-registering meters and a full explanation of any and all billing adjustments resulting from the tests. Any and all meters removed from service as a result of this project shall be retained by Nolin for a minimum period of six months following removal. 4. Notwithstanding any capabilities of the General Electric 1210+ singlephase and kV2c poly-phase solid-state meters with factory-installed and tested GE Connect system to monitor voltages, Nolin shall continue to survey its voltage pursuant to 807 KAR 5:041, Section 7.
