Final Order Entered: 1. The water service rates requested by ERWA are denied. 2. The water service rates and nonrecurring charges requested by Mr. Mason are denied. 3. The water service rates and nonrecurring charges set forth in Appendix A to this Order are approved for services rendered by ERWA on and after the date of this Order. 4. Within 20 days of the date of this Order, ERWA shall file revised tariff sheets with the Commission, using the Commission's electronic Tariff Filing System, containing the rates set forth in the Appendix A to this Order. 5. In all future reporting periods, ERWA shall use the "PSC Approved Service Life" set forth in Appendix B to this Order for the listed asset groups when calculating and reporting depreciation for all reporting periods after the date of this Order. No retroactive adjustment to accumulated depreciation or retained earnings to account for this change in accounting estimate shall be made. 6. Within 30 days from entry of this Order, ERWA shall amend its tariff to indicate the terms and conditions for the Meter Read Fee, including which customers are required to read their own water meter and the criteria used to determine this requirement.

Order Entered: (1) No later than February 26, 2015, Commission Staff shall file with the Commission and serve upon all parties of record a written report containing its findings and recommendations regarding ERWA's requested rate adjustment. (2) No later than March 12, 2015, or 14 days after the date of the filing of the Commission Staff Report, whichever occurs earlier, each party of record shall file with the Commission: a. Its written comments on and any objections to the findings and recommendations contained in the Commission Staff Report; b. Any additional evidence for the Commission to consider; and c. Written notice as to whether this matter may be submitted for decision based upon the existing record without hearing. (3) If Commission Staff finds that ERWA's financial condition supports a higher rate than ERWA proposes or the assessment of an additional rate or charge not proposed in ERWA's application, ERWA, in its response to the Commission Staff Report, shall state in writing its position on whether the Commission should authorize the assessment of the higher rate or the recommended additional rate or charge. (4) Commission Staff recommends changes in the manner in which ERWA accounts for the depreciation of ERWA'S assets, ERWA, in its response to the Commission Staff Report, shall state its position in writing on whether the Commission should require ERWA to implement the proposed change for accounting purposes.

Order Entered: (1)The motion of Mr. Mason to intervene is granted. (2) Mr. Mason shall be entitled to the full rights of a party and shall be served with the Commission's Orders and with filed testimony, exhibits, pleadings, correspondence, and all other documents submitted by parties after the date of this Order. (3) Should Mr. Mason file documents of any kind with the Commission in the course of these proceedings, Mr. Mason shall also serve a copy of said documents on all other parties of record. (4) Within 15 days of entry of this Order, Mr. Mason shall provide his electronic mail address so documents issued by the Commission may be served upon him in accordance with 807 KAR 5:001, Section 4(8)(b).

Order Entered: (1) Eastern Rockcastle Association's application to revise the meter read fee is suspended for five months, up to and including May 20, 2015, and shall be investigated and considered as part of Eastern Rockcastle Association's Alternative Rate Filling application to increase its water service rates. (2) A copy of all documents filed by Eastern Rockcastle Association to revise its meter read fee shall be filed in the record with Eastern Rockcastle Association's Alternative Rate Filing application to increase its water service rates in Case No. 2014- 00385. (3) Pursuant to 807 KAR 5:076, Section 7, Eastern Rockcastle Association shall not place its proposed water service rates into effect until the Commission issues an order approving those rates or until six months from the date of filing its application, whichever occurs first.
