Final Order Entered: 1) Coolbrook's proposed monthly rate for service is denied. 2) Coolbrook's proposed monthly surcharge is denied. 3) Coolbrook is authorized to assess a monthly fee of $32.31 for service provided on and after the date of this Order. 4) Coolbrook is authorized to assess a monthly surcharge of $3.00 for a period of 12 months subject to the conditions set forth in ordering paragraphs 5 through 10. 5) Coolbrook shall not commence assessment and collection of the surcharge until the inflow and infiltration study has been performed and a copy of that study has been filed with the Commission. 6) Coolbrook shall file with the Commission no more than 45 days and no less than 30 days prior to the first billing of the surcharge a revised tariff sheets that reflects the monthly surcharge. 7) Coolbrook shall bill the surcharge as a separate line item on customer bills. 8) Every 90 days following commencement of the billing of the surcharge, Coolbrook shall file with the Commission a written report stating the amount of the surcharge billed and collected monthly while the surcharge has been in effect. 9) If, within 180 days of the date of this Order, Coolbrook has not entered into a contract for the performance of an inflow and infiltration study and that study has not begun, authorization for the monthly surcharge is vacated and Coolbrook shall immediately notify the Commission in writing. |

Order Entered: The hearing previously scheduled in this matter for April 3, 2012 is postponed and shall now begin at 9:00 a.m., Eastern Daylight Time, on May I0, 2012. Order Entered: 1. Coolbrook’s Motion for Extension of Time is granted in part and denied in part. 2. Coolbrook shall file its responses to Commission Staffs First Request for Information with the Commission no later than February 13, 2012. 3. The procedural schedule set out in the Commission’s Order of January 20, 2012 is vacated in its entirety and is replaced with the procedural schedule set forth in this Order. 4. No later than March 5, 2012, Commission Staff shall file with the Commission and serve upon all parties of record a report containing its findings and recommendations on Coolbrook’s application. 5. The parties shall file with the Commission any written comments on and any objections to the findings and recommendations contained in the Commission Staff Report no later than March 19’ 2012. 6. Order Entered: 1. This proceeding is established to investigate the reasonableness of Coolbrook’s proposed rates. 2. Coolbrook’s proposed rates are suspended for a period of five months, from December 1,201 1 through April 30,2012. 3. No later than February 1, 2012, Commission Staff shall file with the Commission and serve upon all parties of record a report containing its findings and recommend at ions on Coolbrook’s application . 4. The parties shall file with the Commission their written comments on and any objections to the findings and recommendations contained in the Commission Staff Report no later than February 15, 2012, or 14 days after the date of the filing of the Commission Staff Report, whichever occurs earlier.
